Plans have been submitted for the construction of two prominent towers in Birmingham, located at the former Birmingham City Council office site at 1 Lancaster Circus. These twin towers are set to redefine the city skyline, standing at 41 and 48 storeys respectively.
The proposed development will house a total of 900 residential apartments and 700 student units, a mix designed to accommodate the diverse population of the area, particularly benefiting students from nearby Aston and Birmingham City universities.
Sama Investment Group, the driving force behind this project, aims to transform this underutilised site. Following extensive public consultation, they are committed to delivering a flagship mixed-use scheme that advocates for the growth and dynamism of the city.
A range of amenities is planned, including a gym, spa, cinema room, and commercial spaces at ground level. Additionally, the project will integrate a public open space and pedestrian corridors to promote community interaction and provide accessibility.
The development is poised to become a cultural hub, with a pavilion serving as a focal point, designed to enhance civic engagement and community vibrancy. Notably, the project respects the site’s historical legacy, naming it ‘Perryian Works’ in honour of its industrial past linked to Perry & Co.

The old council building, an emblem of changing urban spaces, was sold as part of cost-saving measures following increased remote working trends, highlighting the evolution of workplace dynamics in urban centres.
