On the fourth anniversary of Russia’s full-scale invasion of Ukraine, Amnesty International has called on the international community to maintain accountability for Russia under international law. The human rights organization issued the appeal on Tuesday, expressing concern over what it describes as weakening international resolve to address Russian aggression in Ukraine. International Response to Russia’s Invasion of Ukraine
Following the Russian invasion of Ukraine in February 2022, the international community mobilized a coordinated response. Countries worldwide imposed economic sanctions, provided military and humanitarian assistance, and utilized international legal mechanisms to counter Russian aggression.
A year after the invasion began, the International Criminal Court issued an arrest warrant against Russian President Vladimir Putin. However, Putin has yet to be taken into court custody, highlighting challenges in enforcing international justice.
Shifting Support and Growing Concerns
Rights groups have recently noted concerning trends in international support for Ukraine. US President Donald Trump briefly halted aid to Ukraine in 2025, according to reports. Additionally, funds allocated for Ukraine in the 2026 US budget saw a sharp reduction compared to previous years.
These policy changes have occurred against a backdrop of intensifying violence. According to UN human rights monitors, 2025 was the deadliest year for civilians in Ukraine since 2022, underscoring the humanitarian urgency of the situation.
Warnings About International Law Erosion
Erika Guevara-Rosas, Amnesty International’s senior director for research and advocacy, commented that “commitments to justice and human rights are weakening as powerful actors grow emboldened to disregard international law and further erode the rules-based order.” Her statement reflects broader concerns about the stability of international norms.
World leaders have warned that erosion of the rules-based order continues to shift the international system into uncharted territory. The weakening of established norms and mechanisms for accountability could have implications extending far beyond Ukraine.
Continued International Support Despite Challenges
Despite shifting attitudes among some major powers, numerous countries continue to support Ukraine. Canada recently unveiled a new set of sanctions against Russia aimed at increasing economic costs and degrading Russian military capabilities.
Meanwhile, EU member states have agreed to extend temporary protection for Ukrainian refugees into 2027. This decision provides crucial stability for millions of displaced Ukrainians seeking safety across Europe.
